1) I move Stellacorn Herder into the battlefield. Can I react to the move trigger with Gust?

2) I move [Seraphine Not Alone] (let's say at 3) from the battlefield. Can I react to her trigger with Gust?

A: The point was whether there is a priority window between “exhausting a unit as the cost of a Standard Move” (144.2.) and “doing a Standard Move”. Just based on the list of steps in Cleanup (319.), I don’t think there is.
