No, Weaponmaster allows you to equip an equipment with a 1 Power reduction to its equip cost. You still must pay the cost of « Recyling two cards from your Trash ».

In contrary, Jax, Grandmaster at Arms allows you to attach an equipment, directly executing the Attach action and not going through the « equip » action to be payed.
